Commercial Driver Licenses (CDL)

Florida drivers with an expired CDL can renew without retesting if their record shows they passed the CDL exams and meet all licensing requirements. However, drivers who were issued a CLP but never obtained a CDL are still required to retake any CDL examinations that are over one year old. Read more from our blog.

Florida’s CDL Self-Certification System

This system allows Commercial Driver License (CDL) holders to meet the new federal requirements for self-certification without needing to visit our office. A Florida CDL holder may use this system only if they have a valid Florida Commercial Driver License.

CDL Regulations

The following regulations apply to all Commercial Driver License applicants:

  • The USA Patriot Act requires all states to conduct fingerprint-based background checks on customers applying for a CDL Hazmat endorsement.
  • The Hazmat Knowledge Test, TSA Background Check, Livescan fingerprinting and proof of completion of ELDT are required to obtain a first-time Hazmat endorsement and for each subsequent renewal.
  • A valid Florida CDL may only be replaced with a valid H or X endorsement at tax collector offices.
  • Hazmat-endorsed CDLs are valid for a period of four years.

New: Proof of Residential Address for CLP and CDL Holders

All CLP or CDL applicants must present two proofs of Florida residential address in their name. Applicants can present two proofs from List A or a Declaration of Domicile and one proof from List B.

If the applicant presents proof of address with the name of someone they are residing with, the person they are residing with must sign the Certification of Address form certifying that the applicant resides with them. The certifier must also provide two proofs of address in their name from List B. The first document must establish that the certifier owns or leases the property. The lease identifying the certifier as the lessee and the signature page(s) must be scanned in its entirety.

List A for CLP / CDL (Item presented must be in the applicant’s name)

  • A recent lease or rental agreement for the residence with a term of 6 months or greater in the name of the driver
  • Current Florida voter registration card
  • Florida Vehicle/Vessel Registration or Title
  • Current homeowner’s insurance policy or bill
  • Current utility bill (water, gas, electricity, cell phone, cable) must be dated within the last 30 days
  • Recent cellular or landline telephone bill (must be dated within the last 30 to 60 days)
  • Recent internet service provider bill (must be dated within the last 30 to 60 days)
  • Latest property tax bill
  • Mortgage deed for property in Florida

CLP or CDL applicants unable to provide proof of residential address from List A must provide a Declaration of Domicile filed with the Orange County Comptroller and one proof of residential address document from List B.

List B for CLP / CDL (Item presented must be in the applicant’s name)

  • Latest W-2 form or 1099 form
  • Recent bank statement
  • Recent credit card statement
  • Latest military orders
  • Recent pay stub
  • Recent official government documents

Hazmat Endorsed CDLs from Other States

Customers who have obtained a Hazmat endorsed CDL from a state other than Florida are required to pass the Florida Hazmat Knowledge Test and TSA Background Check.
