New Requirements for Updating Your Address on an Existing License

Florida recently made some changes to how you prove your address when applying for a first-time driver’s license or state ID or updating your address on an existing license or ID.

What to bring: getting your first Florida license

For most people, it’s simple: you need to show three categories of documents when you first get your driver’s license or ID – 1) your birth certificate or passport; plus 2) your Social Security card; plus 3) two proofs of where you live.

Categories one and two are pretty straightforward, but for some–especially teens getting a learner’s permit–proving where you live can be tricky. Most teens don’t have bills or documents in their name.

That’s where the Certification of Address form comes in. This form lets someone like a parent, step-parent, legal guardian, or someone you live with, confirm your address by signing a legal affidavit.

Under the new rules, the person certifying your address (the “certifier”) has two options:

  • One: they can go with you to the appointment and sign the form in front of our staff, or
  • Two: they can sign the form in front of a notary.

When filling out the form, the certifier also needs to provide two documents proving their address. One of these must be a deed, mortgage, recent mortgage statement, or rental/lease agreement.

The second document can be a utility bill, voter card, vehicle registration, or other approved paperwork, as long as it’s recent. Here’s a list of acceptable documents.

  • Florida voter registration card
  • Valid Florida vehicle/vessel registration or title
  • Utility bills: Water, gas, electricity, cell phone, or cable*
  • Automobile payment booklet*
  • Selective Service card*
  • Medical card or bill*
  • Insurance policy or bill: Homeowner’s or automobile*
  • Employer documentation: W-2, 1099, or paycheck stub*
  • Letter from a homeless shelter or transitional service provider verifying residence*
  • Financial statements: Bank, credit cards, or investment accounts*
  • Government mail/documents: Federal, State, County, or City*

*These documents must be dated within the last 30 days.

Please note: customers and certifiers must show original documents or physical copies—digital versions won’t be accepted.

What if I need to update my address on my current license?

These new rules also apply to drivers who already have a Florida license and need to update their address. If you can’t provide two acceptable proofs of residency, don’t worry—a certifier (e.g., a parent, spouse or someone you live with) can also use the Certification of Address form to confirm where you live.

And remember, the Orange County Tax Collector’s office only serves residents of Orange County, so all proofs of address must clearly show Orange County residency.
